Bar is a coastal town with the biggest permanent population of 44,500 inhabitants. Majority of the inhabitants live in the urban conglomeration including Bar, Suanj and Stari Bar, with an increase of the population during the summer season of around 75,500 people in the municipality. The Port of Bar and its industrial area are both important contributors to wastewater flows. The present sewerage system of Bar is the most extensive system of all coastal towns, in terms of its total length. Sewerage networks are constructed in the town of Bar, Stari Bar, Suanj, Sutomore and Čanj, although the connection rate is not high. The biggest part of the gravity system was constructed after 1980, while the condition of sewers constructed before 1980 is reported to be ranging from fair to bad. In addition to that, negative inclinations and sediments hamper hydraulic functioning. The condition of pumping stations, notably their mechanical and electrical components, has been determined as bad. The constructed structures of the four existing pumping stations are mainly in a fair condition. Bathing water quality at beaches meets the relevant national and international standards. However, in Sutomore bathing waters quality is known to be particularly poor when compared to other parts of the coast. Lack of a sewage outfall in Sutomore is a significant contributing factor and it is urgent to either construct a proper outfall or a WWTP. The long-term aim is to provide the entire urban conglomeration of Bar, as well as its holiday centres with sewerage systems, for the sewage treated and discharged to the sea in an environmentally acceptable way that meets the relevant requirements from national and international legislation. A central wastewater treatment plant located close to the Port of Bar is proposed to serve all severed areas on the coast, while the houses in the few outlaying settlements will continue to have on-site sanitation facilities such as septic tanks. The aim of the project is to meet the requirements of Directive 271/91/EEC, build a sewerage network and WWTP; in the long run, construction of sewerage network and treatment plants will provide for the reduction of pollution and protection of the Adriatic Sea. One part of measures in Bar were funded with KfW support. The necessary financial support has not been ensured yet for measures that were identified as priority ones in Sutomore, some measures for Bar and Dobre Vode. For projects that have not secured funding, schematic outline of main activities is as follows: - providing financial resources, - preparation of project documentation, - EIA, - construction. Implementation of the project contributes to the improvement of human health and of the marine environment. The project will also have a direct impact on tourism and employment. The proposed project is in line with the strategic documents that were adopted by the Government of Montenegro: the 2005-2029 Master Plan for Wastewater Treatment and Disposal for the Montenegrin Coast and the Municipality of Cetinje (2005) and Eco-remediation Strategy of Montenegro with its 2014-2020 Action Plan.
