The Maritime Labour Convention, 2006, as amended (MLC, 2006), currently ratified by 82 member States, aims to achieve worldwide protection for all seafarers. The objective of the voluntary commitment is to promote its implementation and effective application thereby improving seafarers living and working condition and ensuring a level playing field for shipowners. To obtain that objective, the ILO, together with its partners, will organize promotional activities aiming at the ratification of the Convention by all member States with maritime interests, assist countries in identifying the existing legislative gaps and provide relevant and timely technical assistance to solve issues related to the application of the Convention. Furthermore, through the work of its supervisory system, the ILO will monitor its implementation and enforcement both in law and in practice. The ILO will assist its tripartite constituents in amending the Convention when considered necessary to ensure that it responds to the current needs of governments, shipowners and seafarers organizations. The ILO will cooperate with the different Memoranda of Understanding on Port State Control in order to contribute to a harmonious application of the Convention. The ILO, in close cooperation with the International Maritime Organization, will continue up-dating their join database on reported incidents of abandonment of seafarers and contribute to the resolution of those cases.

Promoting the ratification of the MLC, 2006: ensure that at least 95 % of the world fleet is covered by the provisions of the Maritime Labour Convention, 2006 thereby providing decent work for seafarers and a level playing field for shipowners around the world.

Supervising the implementation of the MLC, 2006: ensure that countries having ratified the Maritime Labour Convention, 2006 adopt and apply the laws and regulations required for its implementation and report to the ILO supervisory bodies.

Providing technical assistance and training on the MLC, 2006: ensure that the Maritime Labour Convention, 2006 is implemented worldwide in an efficient and coherent manner by delivering relevant training and technical assistance to seafarers and shipowners organisations, maritime authorities, port state control and flag state inspectors, lawyers in charge of adopting national regulations and persons responsible for seafarers recruitment agencies. Priority will be given to ILO Member States playing an important role as flag states, port states or labour-supplying states.
